The users would belong to a team within a company. This team will collaborate on creating, reviewing, and approving opportunities. The team will have roles that will perform specific tasks as an approver, reviewer, editor, or admin.
When you edit the worker cost in any scenario, it updates the cost to all the scenarios. So if all that you want to simulate is the cost impact of giving a raise to one worker type, you can not do that easily (maybe at all).
